Human Resources Manager

Shemeika Brock joined the City of Bay Minette in January 2026 as Human Resources Manager and is responsible for recruitment and selection, compensation and benefits, employee relations, training, performance management, labor law and benefits compliance, and other human resource functions for the City.
An experienced Human Resources professional, Shemeika has over 20 years’ experience working for organizations in healthcare, hospitality, restaurants & tourism, and manufacturing. She earned her Bachelor's degree from the
University of South Alabama (Mobile) in Business Administration/Human Resources Management and her Master's degree from Troy University (Troy, AL) in Public Administration.
Shemeika has served in Baldwin County SHRM in several capacities including Past President and served on the ALSHRM State Council. She's volunteered with the Baldwin County Public Schools, serving as a subject matter expert and guest speaker for teachers and students within the career and co-op programs.
In addition to 20 years in the human resources profession, Shemeika brings a passion to foster a safe and productive work environment where employees and leaders are respected and motivated to do their very best work on a daily basis.

The City of Bay Minette will prepare the 1095-C Forms for 2025 in compliance with the Affordable Care Act. Employees may request a copy of their 1095-C Form for 2025 by contacting Shemeika Brock, Human Resources Manager at shemeika.brock@cityofbayminetteal.gov, or by mail at 301 D'Olive Street, Bay Minette, AL 36507. She may also be reached by phone at 251-580-1605. The 1095-C Form will be provided within 30 days of the request.
The City of Bay Minette Health Plan provides this link to access machine readable files as required by the Transparency in Coverage Rule. The files include negotiated service rates and out-of-network allowed amounts. The files are formatted to allow researchers, regulators, and application developers to access and analyze healthcare pricing data more easily.
